Proposed amendments to NZ’s Rules of Harness Racing and to the Constitution of HRNZ Inc.

Harness Racing New Zealand’s Annual General Meeting on Saturday 16 October is considering a set of new and amended Rules on small club representation on the board, amendments around HRNZ’S powers on dates and programming, some technical changes and Horse Care.

Breeders’ attention is drawn to Remit 25 introducing a new Part XVII Horse Care. Among other obligations the person in charge of a horse must notify HRNZ if the horse moves for 30 days or more. Failure to do so will be a serious racing offence.
The Breeders will make a submission to HRNZ prior to the AGM around the practicality of the new obligation. We feel that mares going to stud to foal and/or be bred and then return to the owner at the same location they departed from should be exempt.
